North Myrtle Beach City Council Set to Meet Monday, September 21

The North Myrtle Beach City Council will meet on Monday, September 21, at City Hall. Proceedings begin with a closed executive session at 4:45 PM, followed by the regular public meeting at 6:00 PM. The meeting agenda includes legal briefings, personnel policy updates, property annexations, land transfer decisions, and final votes on local ordinances.

Council members will start behind closed doors with a legal briefing concerning recent court rulings on short-term rental caps and fee structures from Folly Beach, as well as a potential easement for the city. While North Myrtle Beach is not a party to the Folly Beach lawsuit, the legal briefing comes amidst ongoing local discussions regarding short-term rental regulations.

During the open session, the council will take a first vote on Item 7E, which outlines proposed changes to the city employee personnel manual. The revisions include ending the annual February cash-out of half of unused sick leave, requiring employees to use up to 10 days of sick leave before short-term disability pay begins, removing sleep-time work credit for public safety officers acting as firefighters, lowering the 14-day public safety overtime threshold from 86 to 84 hours, and granting the City Manager discretion to authorize overtime pay below that threshold during extenuating circumstances.

The council will also consider first readings for three separate owner-requested annexations: a 0.22-acre lot on Waterway Drive transitioning to R-1 single-family zoning, and two residential lots on Jacks Circle Road. Additionally, a second reading on the consent agenda proposes transferring a 1.70-acre city-owned parcel off Long Bay Road to North Strand Helping Hand for community relief services. Council will also conduct a final vote on an updated plastic bag ordinance that exempts takeout food bags and tightens reusable bag standards starting January 1, 2027.

Residents can attend the public meeting in person at City Hall at 6:00 PM or view the live video stream online. Public comment is scheduled at the end of the meeting, limited to three minutes per speaker within a total 30-minute period. Because most agenda items are on first reading, final votes and secondary public input opportunities will occur at future meetings in October.
